Motorcycle Training Courses
Motorcycle Rider Course Information:
The primary structure of the BRC consists of three segments:
- Segment 1 is the MSF Basic eCourse, an online tutorial which is taken on your own and must be finished prior to the first day of training. Successful completion includes this requirement is met.
- Segment 2 is the classroom component.
- Segment 3 is the on-cycle riding component.
In most cases, this occurs over two days (Saturday and Sunday, or Wednesday-Wednesday). This schedule allows for regular breaks and lunch. All facilities have access to restrooms and shelter should the weather turn.
This course is both mentally and physically demanding. Please be prepared to ride in cold, hot, windy, or wet weather. These conditions – unless determined to be unsafe by RiderCoaches – are to be planned for on the part of the student. Please, assess your health honestly before registering.

- Basic riding skills
- Street strategies
- Advanced turning and braking techniques
- Special riding situations
- Dangers of impaired riding
Riding Instruction Includes:
- Proper use of motorcycle controls.
- Basic riding skills.
- Straight line riding, turning, shifting and stopping
- Advanced turning and braking techniques
- Collision avoidance maneuvers
Increasing these skills through training and practice will increase your riding enjoyment and decrease your chances of a mishap.
To Successfully Complete The Course, Students Must:
- Complete MSF eCourse
- Attend all classroom and riding sessions
- Pass both a multiple choice knowledge test and a riding skill evaluation
Note: A web link to the eCourse will be e-mailed to you approximately two weeks prior to the start of class.
It is suggested that students dress according to the weather (rain apparel, sunglasses, etc.) Classes are held RAIN or SHINE. Participants arriving after the scheduled start time of the class will not be allowed to attend the course. Also, participants who do not arrive on time for any portion of the class will not be allowed to participate in the course and their registration fee will be forfeited.
Course Registration Information
The registration fee for Delaware residents is $50.00. Out-of-state residents pay $200.00.
You are considered a Delaware resident if you:
- Live in Delaware and hold a current, valid Delaware driver’s license
- Are military personnel or a dependent of one stationed in Delaware and have a valid driver’s license from another state, or
- Have a valid driver’s license from another state and are currently enrolled as a full-time student (minimum of 12 semester credits) in an accredited Delaware university, college, or community college.
If you are under 18 years of age you must:
- Have a parent or legal guardian accompany you to the first session, they can request the waiver from the registration office and return it with their notarized signature.
Please include a copy of their identification, as well as an emergency contact telephone number. - Have completed driver education, and have a full Class D license without restrictions. Students are not permitted to take the motorcycle course on a Graduated Driver License.

Receiving a mail-in Course Registration form
You can receive course information the following ways:
E-mail your name to motorcyclecourse@delaware.gov and a course registration form will be emailed to you.
If you prefer a pre-printed registration form, Call 302-744-2658 and leave a message, speaking clearly and slowly. A course registration form will be mailed to you.
Note: Completely fill out the novice registration form indicating your first, second and third choices for the class, Return it with a check or money order made payable to the Division of Motor Vehicles. Send your request to the address on the registration form, not to a DMV office. Cash or new account checks are not acceptable. No class spaces will be reserved without receipt of payment.
Once registered for a class, a student who requests a change of class will incur $15.00 transfer fee. There is a fee for all returned checks. Registrants will receive course confirmation by mail. If a student does not receive a confirmation letter within 10 working days of registering, call the Registration Office at 302-744-2658.
Registration fees are non-refundable for any reason except course cancellation or if the student provides at least 72 hours' notice. All student requested refunds will be subject to a $15.00 processing fee.
Proper Riding Gear
A motorcycle rider is physically vulnerable. In an accident, a rider and passenger on a motorcycle are more likely to be injured than an automobile driver and passenger. Wearing protective gear, however, can reduce motorcycle injuries.
All students at a minimum must wear the following personal protective items for all on-cycle instruction:
- DOT-compliant helmet 3/4 or Full-Face (Loaner helmets available)
- Eye protection (Glasses or goggles, if not wearing a helmet with a face shield)
- Low-heel, over-the-ankle footwear (Leather preferred, cloth or canvas shoes are not permitted)
- Long, non-flare pants made of denim or of equivalent or more durable material (No sweats or exposed skin)
- Long-sleeved shirt or jacket
- Full-fingered gloves, made of sturdy material (Preferably leather)
It is suggested that students dress according to the weather (rain apparel, sunglass, etc.) Classes are held rain or shine. Riders who are late to ANY segment of the course will not be permitted to participate in the course and their registration fee will be forfeited.
Course Benefits:
- Get a professional introduction to motorcycling with the beginner rider course.
- Get your license to ride. Course graduates are exempt from the DMV road test.
- Save 10% on your motorcycle liability insurance. Course graduates receive an MSF Student Completion Card. You must provide a copy of this card to your Delaware insurance company in order to receive the discount.
- Your original student completion card cannot be replaced, so keep it in a secure place.
Note: The State of Delaware cannot guarantee that other states will accept our course as certification for a motorcycle endorsement, nor can we guarantee the 10% liability insurance discount in other states.
State-Approved Course
This program is administered through the Delaware Department of Transportation, Division of Motor Vehicles. Delaware motorcyclists fund this program through licensing, license renewals, and motorcycle registration fees.
