Why is the CDL Skills Test changing?

In 2018, the Federal Motor Carrier Safety Administration (FMCSA) and American Association of Motor Vehicle Administrators (AAMVA) evaluated the existing vehicle inspection (VI) and basic control skills (BCS) tests and approved the modernization of the CDL Skills Test in August 2022 creating a more robust CDL testing solution offers standardization with flexibility regarding changing roads and technology.

The modernized version of the exam aims to update testing protocols while continuing to ensure applicants can safely operate a commercial motor vehicle.

What will the modernization include?

  • Modernized protocols for CMV pre-trip vehicle inspection and basic control skills testing.
  • A checklist for a pre-trip vehicle inspection test as an aide to applicants
  • An updated CDL Driver’s Manual.
  • Updates to the VI and the BCS text

Does the modernized test evaluate different skills?

The actual skill sets evaluated by the modernized test remain unchanged. By successfully completing the federally required Entry Level Driver Training (ELDT)  for new CDL applicants, applicants will be ready for the updated Modernized CDL skills test.

To obtain a commercial driver’s license in Delaware applicants will still be required to pass all three segments of the CDL test: the pre-trip inspection, basic control skills, and the road test. However, the pre-trip inspection and the basic control skills segments have been updated to account for changes in roadway conditions and advances in technology. The DMV made no changes to the road skills portion of the exam.

What updates were made to the Pre-trip Inspection segment of the test?

Applicants will now inspect the vehicle for up to 90 different potential safety violations, previously 100. 

Can I now use a checklist for this segment of the test?

Included in the changes, applicants may now use a standardized checklist, found in CDL Manual (Modernized Version Release Date 2025) Chapter 11, during the pre-trip inspection test to help ensure accuracy.

What will I now be required to do during the Basic Control Skills Test segment?

Applicants must execute the below four key skills designed to demonstrate they can control the vehicle. Previously, it was six.

  • A forward stop - demonstrates ability to judge the front of the vehicle.
  • Straight line backing – demonstrates ability to back the vehicle in a straight line.
  • Forward offset tracking – demonstrates ability to maneuver the vehicle around other objects while moving forward.
  • Reverse offset backing - demonstrates ability to safely reverse and park the vehicle.

What do applicants need to pass to receive their CDL?

Applicants must pass the full CDL Skills Test – which includes pre-trip inspection, basic control, and a road test.

Applicants scheduled to take the test on or after February 26, 2025, are encouraged to review and study the updated Commercial Driver License Manual to prepare for each portion of the knowledge and driver skills test.
