Motorcycle Endorsement
Any person who operates a motorcycle, motorbike or other two or three-wheeled motor-driven vehicle on the highways shall have a driver license with a motorcycle endorsement. Persons over the age of 18 must pass a written examination and road skills test to obtain a motorcycle endorsement. The written and road test examinations are waived for those who complete the approved motorcycle rider education program. The fee for the motorcycle endorsements is $12.00.
A person who passes a knowledge and skills examination administered by the Division on a three-wheeled motor vehicle shall have a restriction placed on his or her driver license, in addition to the motorcycle endorsement, limiting him or her the operation of three-wheeled motor vehicles.
Persons under the age of 18 must have the motorcycle application signed by their parents or the duly appointed legal guardian. They must complete the Motorcycle Rider Education Program as approved by the Division.
The Division publishes a Delaware Motorcycle Operator Manual which covers the requirements for the motorcycle endorsement, procedures to acquire the endorsement, testing requirements, and the basic knowledge needed to obtain this endorsement.
Motorcycle Permits
After successfully passing the motorcycle knowledge examination, you will be issued a motorcycle instruction permit valid for six (6) months.
Permit Extension
- The permit may be extended one time for an additional six (6) months.
- You must apply for the extension before the permit expiration date at a DMV location.
- A $5.00 extension fee applies.
Permit Restrictions
While operating a motorcycle with a temporary instruction permit, the following restrictions apply:
- No passengers are permitted.
- Operation between sunset and sunrise is prohibited.
- An approved safety helmet and eye protection must be worn at all times.
- Operation on the federal interstate highway system is prohibited.
Motorcycle Road Exams
Motorcycle road skills tests are conducted every weekday, except Wednesday, and are not administered during inclement weather, including rain, snow, sleet, hail, fog, or high winds.

What to Bring to Your Road Exam
You must have the following items with you at the time of your road exam:
- A valid learner’s permit
- A valid driver’s license for the accompanying driver who is at least 21 years of age
(This requirement does not apply to the motorcycle skills exam.) - A valid registration card for the vehicle being used (and trailer, if applicable)
- A valid insurance card (original or electronic) for the vehicle being used
Exam Retakes
If you do not pass any portion of the road exam, you should take additional time to prepare before scheduling a retest.
Applicants who pass the knowledge and skills examination on a three-wheeled motor vehicle will receive a “3-Wheel Only” restriction on their driver’s license.
Riders Under Age 18
Applicants under 18 years of age must:
- Successfully complete the Motorcycle Rider Education Program Basic Rider Course (BRC), and
- Have the course waiver signed in person by a parent or duly appointed legal guardian on the first day of the course.
Motorcycle Operator Manual
The Division publishes the Delaware Motorcycle Operator Manual, which outlines endorsement requirements, testing procedures, and the basic knowledge needed to safely operate a motorcycle.

Important Registration Information:
- Class spaces are not reserved until payment is received.
- Checks and money orders only are accepted.
- Cash and starter/unnumbered checks will not be processed.
- Once registered, any student-requested class change will incur a $15.00 fee.
- A $25.00 fee applies to all returned checks.
