Driver's License and ID Requests/Changes

Q. How do I change my address on a license or ID card?

A: After changing your Delaware address, you have thirty (30) days to notify both the Vehicle Registration and Driver's License Sections of the Division of Motor Vehicles. Write to the Division of Motor Vehicles, Driver License Section, P.O. Box 698, Dover, Delaware 19903. Give us the number of your driver's license, your name as it appears on the license and your new address. We will change our records. To change your license document, you must come into any of our facilities and we will replace your license at no cost. (See the Vehicle Equipment, Titles, Registration and Insurance Section for changing the address on your vehicle registration.)
 

Q. How do I change my name on a license or ID card?

A: Within 30 days after legally changing your name, you must personally go to an office of the Division to change the name on your license. Bring in your old driver's license and the marriage certificate or court document as evidence of the name change. The Division will issue you a new license for .

The Division of Motor Vehicles (DMV), in cooperation with the Social Security Administration (SSA), will use Social Security Number On-Line Verification (SSOLV) to verify Social Security numbers by matching Delaware driver license records with the records of the SSA. For this reason, your name change must be processed with the SSA prior to changing the name on your Delaware driver license. After you change the information with the SSA, please allow 48 hours before visiting DMV. The SSA needs this time to fully update its database. If during the verification process, the SSA reports to us that your name, date of birth and/or social security number does not match with the information on the document as evidence of a name change, DMV may not process the name change on your driver license or identification card.
 

Q. How do I renew my license or identification card?

A: Delaware Licenses can be renewed at any Division of Motor Vehicle facility. Renewal reminders are mailed to each driver approximately 6o days before the expiration date (driver's birthday). Please refer to the renewal changes for fees. A late fee is charged if the renewal takes place after the expiration date. You must turn in your previously issued license, fill out an application and pass an eye-screen test. Written and road tests may be given, but they are normally waived. If you have a motorcycle endorsement, the fees for the motorcycle endorsements is and is valid for the same period as the license. You may renew at any time during the 6 month period prior to the expiration of your license.
 

Q: I need a replacement license or identification card. How do I apply for one?

A: You may apply for a replacement at any Division location, and one will be issued for a fee of $20.00.
 

Q. My License was lost or stolen and I am away from Delaware. How do I get it replaced?

A: NON-MILITARY REQUESTS FOR DRIVING AUTHORITY

Delaware will provide a non-military individual with temporary driving authority for a period not to exceed 6 months if the individual's license has been lost, stolen, or is expiring.

By submitting this request, you agree that all other DL/ID card(s) that have been issued to you, including other state DL/ID’s will be cancelled and no longer valid. If another state DL/ID card is issued to you in the future, your Delaware DL/ID will be cancelled.

The following information must be provided:

  1. Name in full
  2. Date of birth
  3. Driver license number, if known
  4. Social Security Number
  5. Delaware address on the license
  6. Date of return (please be specific)
  7. Provide place of birth (city, state, and country)

Q. How do I get an identification card?

A: The fee for an identification card is , and it expires 8 years from the applicant's next birthday. The applicant must be a Delaware resident and present documents as required by the Required Documentation Table.
 

Q. How do I renew if I'm in the military and living in another state or country?

A: ACTIVE DUTY AND DEPT OF DEFENSE EMPLOYEE LICENSE REQUESTS

In order to better serve our military customers, the Delaware Division of Motor Vehicles permits active duty military personnel, Department of Defense contractors and civilian employees of the military, and their dependents that are stationed or have been deployed outside of the State of Delaware to renew their driver licenses and identification cards through the mail.

While we can accommodate remote military renewals, many times circumstances prevent soldiers and support staff from being able to conduct business with the DMV during their deployment. Therefore, the DMV will not charge late renewal fees for active duty military personnel, Dept of Defense employees, or their dependents when renewing their driver license beyond the expiration date, if it is proven that they were deployed or stationed outside of the State of Delaware at the time of expiration. Military identification along with military assignment orders will provide this proof. If the orders are expired, please submit a statement on Armed Forces letterhead, signed by a commissioned officer as to your current status.

Driver license renewals are valid for eight years. Identification card renewals are valid for 4 years. Duplicate licenses and ID cards will have the same expiration date as the one that was lost or stolen.

By submitting this request, you agree that all other DL/ID card(s) that have been issued to you, including other state DL/ID's will be cancelled and no longer valid. If another state DL/ID card is issued to you in the future, your Delaware DL/ID will be cancelled.

The following information must be provided:

  1. Name in full

  5. Copy of military assignment orders for where you are currently stationed and/or a copy of your Military ID card or Department of Defense/Geneva Conventions ID card. If you are a military dependant, your name must be listed on the orders and you must include a copy of your dependent ID. If the orders are expired, please submit a statement on Armed Forces letterhead, signed by a commissioned officer as to your current status and location.
  6. Current Delaware address to be placed on the license. (The address of a parent or family member may be used if you no longer maintain a residence in Delaware.)
  7. Provide place of birth (city, state, and country)

Please provide ONE of the following proof of identity/legal presence documents:
(This document must contain proof of full legal name, date of birth, and citizenship/legal presence in the United States to be eligible to obtain a federally compliant identification document.)
  • Certificate of birth (U.S. issued). Must be original or certified copy, have a raised seal and be issued by the Office of Vital Statistics or State Board of Health. Please note that wallet cards, birth registration or hospital announcements/records are not accepted. (If under 18, birth certificate must include birth parent(s) names) ***
  • Consular report of birth abroad
  • Certificate of Naturalization (N-550, N570m or N-578)
  • Certificate of Citizenship (N-560, N-561, or N-645)
  • Northern Marina Card (I-551)
  • American Indian Card (I-551)
  • U.S. Citizen Identification Card (I-179 or I-197)
  • Valid passport, U.S. If foreign, appropriate INS document also is required
    To verify a US Passport is not fraudulent, the Delaware Division of Motor Vehicles (DMV) can check via the US Passport Verification Services that the passport number and date of birth on the passport match the passport’s electronic record, as recorded in U.S. Government files: the result, the issuance of a more secure drivers license or ID card. USPVS verifies passports using the U.S. Customs and Border Patrol Protection System database.

  • Employment Records
  • Rental Agreements
  • U.S. Postal Service change of address confirmation form/postmarked mail with forwarding address label
  • Other non-personal mail postmarked within the last 60 days
Note: Mail must have been delivered by the USPS and be postmarked or received within the last 60 days; photocopies or printouts of bills will not be accepted. Non-business letters/cards will not be accepted. Each of the two proofs of residency must be from separate sources and must display the person's physical address, not a P.O. box

Please provide ALL of the following for proof of legal name change:
If you have had several name changes, in the case of multiple marriages and divorces,
you will need to provide all name change documents.
  • Valid marriage license / civil union certificate - Must be issued by a government entity with a raised seal. Marriage certificates signed by clergy are not accepted.
  • Court ordered name change document
  • Finalized divorce decree stating your legal name. (A divorce decree may be used as authority to resume using a previous name only if it contains the new name and the previous name and permits a return to the previous name.)
